TFC is not -required- to field any foreign or American talent... they just 
have the option of signing up to (x) number of non-Canadians, (y) number of 
those non-Canadians can be from anywhere, while (x-y) of those non-Canadians 
can only be from the US (whatever MLS ends up clarifying the final numbers 
to be).

Point being -- TFC is just being given more access to pool of American 
players, but is not required to sign any at all.
