I think it's necessary for the short run. There are not enough quality Americans to fill all these spots.
Quality of play is important as the league grows and tries to attract fans, plus it faces international competition (Champions Cup, SuperLiga, Pan Pacific). If MLS teams get blown out, a lot of the soccer fans who don't follow the league yet will have a reason not to take it seriously. 
Wins in those type of competitions are an important measuring stick. Plus, the young American players who do make up the majority of the squads will benefit immensely from having better teammates to ply with and learn from.
