I'm inclined to agree somewhat. However, minor league team support is fair at best and when the Blazers or the Seahawks suck attendance drops off in a hurry. That doesn't mean that soccer wouldn't succeed here. A soccer-specific stadium (which neither place has) along with reasonable ticket prices would probably allow an MLS team to do ok.
