Yes, they did have a great attendance record for a while. However it had little to do with an inherent love of sport IMHO. First off they got a great new building in the Rose Garden a while back. Second, they had some darn good teams. They didn't win it all but they probably should have at least twice during that stretch. Third, for a while the club was exceptional at building a relationship with the community. The players really felt like part of the community. The Blazers have really pissed that away since then. Finally the Blazers are the only game in town (except for the minor leagues). If you want to entertain a client or impress a friend it is your only choice. The Blazers do have a special place in the hearts of many Portlanders, but I would argue it is far more love of the team specifically rather than love of sport in general. When the Blazers were selling out every game going to the Rose Garden was a major event. Now its just a basketball game and the attendance has dropped.
