I'll hazard a guess and say 'lack of competition.'  That record
now belongs to Sacramento.  MIght be a good case in point why
teams like RSL work at the gate.  Maybe Portland too, but we'd
have to somehow elbow the minor league baseball team that owns the
lease to PGE park aside.
