Lets take a look at how long other leagues took to get where they are today

NHL 1942 - 1967 consisted of only 6 teams in 1967 they added 6 new teams
now they have 30 teams
http://proicehockey.about.com/od/history/a/history_timelin.htm

NBA - started in 1946

NFL - started in 1920s and struggled until the 1960s then expansion began

Major League Baseball - take a look at the expansion teams here
http://mlb.mlb.com/NASApp/mlb/mlb/history/mlb_history_teams.jsp

American League added 2 teams in 1961 before then there were only 8
teams! now there are 14
National League added 2 expansion teams in 1962 before they only had 8
teams now they have 10

and not everyone of those leagues were fully packed from day one the
NFL could barely make payroll at times, teams combined during the
Depression and more
