As the EU law cannot be applied to non-EU citizens, therefore any restrictions can be applied to non-EU citizens. So, this effectively means that a "foreigner" is defined as someone from outside the EU. However, just because a country is in Europe, it does not necessarily mean that it is an EU country. A good example in this case would be Turkey. However, Turkey is a UEFA country. Though major formal political negotiations are currently underway for them to join the EU, because it is still a non-EU country, it is allowed to apply the traditional foreigner (i.e. a non-Turkish citizen) rules. However, I don't whether the foreigner rule exists for Turkey.
