I don't know if Bayer had any say in the possible loan but FIFA was the one that squashed the deal. Everything was aparently worked out but it had to go to FIFA for approval. It was then that the transfer window was brought up. Players could not be allowed to go on loan until January and could not be released until something like August. This made the deal unfeasible because Landon would have to wait through months of the MLS off-season just to go on loan and then would miss a huge part of the MLS season. This is another reason why MLS's summer schedule bugs some people, it puts us out of synch with Europe.
