Actually, at some point (I don't remember the details - help, anyone?) they had a "minimum American player limit" - something like three? For much of the league's history, you had only token Americans to go along with the "American" team that played out of DC from time to time. Later on, they really pushed American players, and that was when the quality went to crap and was one of the reasons the league started to fall apart - along with the fact that they hadn't laid any fan-roots with players because all of the players were foreign hired guns - here for a few years then gone.
