So maybe they will become soccer's version of the Yankees, loved at home, hated everywhere else. Fine with me. I suscribe to the old Howard Cossell adage: Love me, hate me, but don't ignore me. MLS righ now falls into the latter of the three. Something had to change.

with the P-40 players who get sold than anything. Why not add an extra
P-40 or roster-exempt young US player slot instead?

IOW, this is a temporary situation for their first 2 years. After that,
either the rules are changed (again) or their team make up must be
changed
to match the rest of the league.
