I smell "work permit" criteria... and I like the
aroma.  Would it be bad to require that any foreign
player has to have played in at least 50% of their
country's international matches?  (50% being an
arbitrary number... could be less... could be more...)
 Would youth internationals count (U23, U19, U17,
etc.)?

How else can we qualify our foreign talent?  Would age
have something to do with it?

Food for thought, but I like it.
