There will be some American players who won't make it on to a roster with the addition of more foreigners.  So...not everyone will think it is a good thing.  I thought the current setup was just fine.
 
If you want an example of how it may be bad for US Soccer, look no further than Brian Ching.  He got pushed off of the LA roster with the signing of Carlos Ruiz.  Luckily for him and the Quakes, the Quakes didn't have an open foreign spot so he got that roster spot.  He has now risen to the occasion for both MLS and the Quakes.
 
Of course, you hope guys like this rise to the top regardless of their situation.  But that doesn't always happen.  Ching could easily have given up on MLS when dismissed from the Galaxy and gone on to other things that paid wage that you could actually live on in California.  Lucky for us he didn't. 
 
Generally, l'm against the importation of more foreign talent because it stunts the growth of the American player.  How much it affects us is immeasurable, but in general, the more Americans playing at a higher level, the better.

MLS has said this adnaseum. They will follow the same rules.
But, you should know, that Garber answered my question about increasing foreign allotments in 05 due to expansion, and he said that it was very much under consideration. So everyone will be able to have more foreign talent next year. Which is a real good thing.

IF they do I don't care who owns the team.  I guess I would have a problem with the US based-Mexican owned team using nothing but foreigners.
