It sounded like Seattle came real close to making the list this season.
Rochester seems like a "fall back" option - which isn't fair to them.

Another round of expansion in '07 is probably better for league stability
than another round in '06.

That would allow for another round in '09 or '10 to get us to 16 by 2010 as
Garber has set as a goal.
