[nas] How Did FIFA Allow This?

According to the San Antonio Express-News, the Alamodome did not put down 
grass for Mexico's home...err..Dominica's "home" WCQ match tonight. How did 
they allow a World Cup Qualifier to be played on painted concrete (even if 
the concrete is called "field turf")?
