 You are looking at finding starters; that isn't what this is about IMHO.

 How do we practice against a big target forward without any in the camp?
I see this move as a SMART PLAY by Arena, who always is looking down the road.

1) a chance to see IF he can step up his game to be a substitute at the    
   National team level
2) play him as the opponent's star big target forward in practices
3) encourage all the other possible national team pool players
4) options for friendlies
  a) use him to see about possible formations
  b) get one more experienced player you can call up for friendlies
  c) give him a chance to be a project or fail on the field at the proper level

 All pretty good things IMHO to do when it's still only friendlies.
