Sure, it wouldn't be tied into the P-40 program, but the only reason the P-40 progam is out there is because no one was developing these players before hand. I think it is safe to say that US soccer can (and probably is) producing more than 40 players who could benefit from similar training and be valuable players on the world soccer market. Look at Ken Cooper - had planned on going to SMU this fall, but now is headed to ManU. Ryan Nunez is in a similar situation, but since he has yet to get his US citizenship, he is available for P-40.
