Not necessarily.  It doens't have to be related to the 
Fed.  Why couldn't adidas come to Hunt and Frisco and 
say, "We want to rent your facility at a cut rate so 
that we can bring in players who are American U-14-17 
or so and develop them.  The cut rate is deserved 
because we will obviously raise the profile of your 
facility, and we could even give you a cut of the 
money we make when we sell the rights of these 
players."?

Sure, it wouldn't be tied into the P-40 program, but 
the only reason the P-40 progam is out there is 
because no one was developing these players before 
hand.  I think it is safe to say that US soccer can 
(and probably is) producing more than 40 players who 
could benefit from similar training and be valuable 
players on the world soccer market.  Look at Ken 
Cooper - had planned on going to SMU this fall, but 
now is headed to ManU.  Ryan Nunez is in a similar 
situation, but since he has yet to get his US 
citizenship, he is available for P-40.

Remember, P-40 was put together to overcome the 
inadequacies of high school and college soccer in the 
US - considering the number of good players who come 
out of college, surely that points to more than just 
40 players out there at the U-14-17 levels who can 
play and would be better players (and probably players 
worth a look by teams in Europe and MLS) for training 
such as what they get in Bradenton.
